Pakistan Digital Payments Boom and What It Means for Small Business Owners

Pakistan's State Bank released its Annual Payment Systems Review for FY26 on October 6, 2026, and the headline is hard to ignore: digital channels carried 92 percent of retail payment transactions, up from 88 percent a year earlier. A Finance Ministry document shared ten days later reports more than two million active digital commerce payment points.

If you run a shop, a service business or an online store in Pakistan, this is the practical reading of those numbers and a short checklist you can act on this month.

Key takeaways

  • 13.2 billion transactions went through digital channels in FY26, growth of 65 percent.

  • Mobile phone based solutions led with more than 11.1 billion transactions.

  • Active digital commerce payment points reached 2.03 million, with 1.73 million merchants actively using Raast QR.

  • Government payments are meant to be fully digital by December 2026, which pushes more people toward wallets.

The Cashless Pakistan numbers

A Finance Ministry document submitted to the National Assembly, reported by ProPakistani, tracks the Cashless Pakistan Initiative. Active digital commerce payment points rose from a baseline of 500,000 to 2.03 million by June 2026. Of those, 1.73 million merchants actively use Raast QR payments. Mobile, internet app and digital banking users rose to 137 million from 95 million, and the share of remittances credited to accounts and wallets reached 92 percent, up from 80 percent.

Government to person payments through Raast and digital banking channels grew from Rs 472 billion in July 2025 to Rs 4.402 trillion in June 2026, which is 76 percent of total government disbursements. Domestic billers are required to introduce QR codes, and Benazir Income Support Programme payments moved to beneficiaries' mobile wallets in July 2026.

Do not add these numbers together

The SBP review counts retail payment transactions through banking channels. The Finance Ministry document counts progress against its own indicators, such as digital transactions of 11.9 billion against 6.9 billion at baseline. They measure different things, so compare trends rather than totals.

What this means for a small business

When most customers already pay from a phone, a counter that only takes cash is the exception, not the default. The practical gap is rarely the technology. It is the setup: a QR code that is displayed, an account that is reconciled and a team that knows what to do when a payment shows as pending.

A checklist for this month

  • Ask your bank or wallet provider for a merchant QR and confirm the settlement time and any fees in writing.

  • Print the QR at the counter and add the payment option on your website or order form.

  • Reconcile daily. Export the day's transactions and match them to sales before you close.

  • If you take card payments, check whether a POS terminal or a mobile POS suits your volume.

  • Keep one place for records. Digital payments leave a trail, and it is useful when you apply for financing or file returns.

  • Train staff on what to do for failed or pending payments so nobody hands over goods on a screenshot.
